Kane Street Sanitation Yard Renovation Construction Services

Baltimore City, Maryland

The Northeast Maryland Waste Disposal Authority (the “Authority”), a multi-jurisdictional agency, is requesting proposals from qualified construction contractors to renovate the Kane Street Sanitation Yard located at 111 Kane Street in Baltimore, MD (the “Facility”). The renovation work includes, but is not limited to, removal and replacement of the garage floor, repairs to the facility’s roof, office space demolition and construction, and warehouse upgrades. The scope of work shall be performed in accordance with Exhibit (1-4), including the attached drawings and technical specifications prepared by the Authority’s engineer, LaBella Associates.
A non-mandatory in-person pre-proposal meeting will be held on Wednesday, August 19, 2026, at 10:00 AM, Local Time. The meeting will take place at the Kane Street Sanitation Yard office at 111 Kane Street, Baltimore, MD. A tour of the Sanitation Yard will follow. Proper Personal Protection Equipment (“PPE”) will be required to participate in the site tour (closed toe shoes, reflective vest, and long pants).

Prospective Proposers may submit written questions only concerning this RFP to the attention of “RFP for Kane Street Sanitation Yard Renovation Construction Services” via email to procurement@nmwda.org no later than 4:00 PM, Local Time, on Monday, August 24, 2026.
Technical and Cost Proposals shall be submitted separately, with the subject lines “RFP for Kane Street Sanitation Yard Renovation Construction Services – Technical” and “RFP for Kane Street Sanitation Yard Renovation Construction Services – Cost proposal.”
The responses to this RFP must be submitted by email to procurement @nmwda.org no later than 4:00 PM, Local Time, on Friday September 11, 2026 (the “Closing Date”). Any proposals received after the Closing Date will not be considered. No hard copies are required.

The Northeast Maryland Waste Disposal Authority (Authority) is seeking a qualified firm with the technical expertise to provide all labor, tools, material, and skills necessary to perform construction phase engineering services at the Kane Street Sanitation Yard (Facility), owned and operated by the City of Baltimore, Department of Public Works, Bureau of Solid Waste. The successful Offeror will fulfill the role of Engineer during construction of renovations to include such tasks as providing clarification to the General Contractor on questions regarding the construction documents, submittal review, revision of construction documents, as necessary, attendance at progress meetings, as-built drawing review, and permit coordination.
A pre-proposal meeting will be held on Tuesday, August 18, 2026 at 3:00 PM. The pre-proposal meeting will take place at the Kane Street Sanitation Yard located at 111 Kane Street, Baltimore, MD 21224. Participants are encouraged to attend the pre-proposal conference but not required to attend in order to respond to this RFP.
Potential attendees must RSVP to procurement@nmwda.org no later than 4:00 PM, on Monday, August 17, 2026. Offerors may conduct a visual survey of the site but are not permitted to undertake invasive investigations during the proposal process.

On-Call Practical Operations Services
for
Northeast Maryland Waste Disposal Authority

The Northeast Maryland Waste Disposal Authority (the “Authority”), a multi-jurisdictional agency, is issuing this Request for Proposals (“RFP”) from firms who are qualified to provide practical engineering, construction, repair and deconstruction services (i.e., on-call Contractor services) relating to solid waste infrastructure and facilities. The purpose of this RFP is to select multiple firms for on-call Contractor services. The Authority has identified two major categories of work. The two areas are 1) transfer station/Resource Recovery Park, Materials Recovery Facility (MRF) and emerging technologies operations; and 2) landfill services.
The Authority will select and place no less than two and no more than ten of the qualified firms on one on-call contractor list to cover all aspects of these two areas. To be deemed qualified and to enter a Master Service Agreement with the Authority, the firm does not have to be qualified in both of the categories or all of the tasks in a particular category. This procurement will not create a listing of qualified sub-contractor firms. Offerors must have one or more Maryland licensed Professional Engineers (in an appropriate discipline) on staff, or accessible via contract, to perform design-related services under the on-call Master Service Agreement. Contractors are expected to have Maryland licensed electricians, plumbers, and Commercial Driver’s Licensed operators, for any of the projects they perform, as applicable.
A virtual conference will be held on August 10, 2026 at 10AM. This is not a mandatory meeting. Those interested in attending should RSVP to procurement@nmwda.org no later than 4 PM local time on August 7, 2026.

and/or Power Purchase Services

The Authority is issuing a Design, Build and Operate Request for Expressions of Interest (“REOI”) to assist its Member Jurisdictions with Solar Installations on Municipal Solid Waste Property and Infrastructure AND/OR Systems for Beneficial Use of Landfill Gas for mainly Small, Closed and/or Rural Landfills: Utilizing Standard or Mobile Turbines/Engines, Compressed Natural Gas/Renewable Natural Gas and/or Power Purchase Services (e.g., Power Purchase Agreements or “PPAs”) (altogether “Services”).
These Services would cover the responsibilities for managing any solar installation, and/or landfill gas (“LFG”) after it runs through the Member Jurisdiction blower system (for existing flares onsite), for the landfills with flares and blower systems. Member Jurisdiction existing landfill gas operation, monitoring and maintenance staff/contractors would be expected to perform their existing functions, as is, for the existing landfill gas collection system and for all gas before it reaches the blower onsite, as applicable. The Authority is seeking interest in these Services for landfills within the Member Jurisdiction footprint.
This REOI is being issued in order to help gain an understanding of companies or other entities (“Contractors”) that would be interested in performing these Services. If the Authority determines that there is sufficient interest and ability to provide these Services, the Authority may issue a Request for Proposals (“RFP”) to provide that Service or negotiate a contract directly with an interested Contractor that has responded to this REOI. This REOI is not intended to provide sufficient detail in order to select a Contractor for the Service.
Responses to the REOI are due by Monday, June 24, 2024, at 4:00 pm (local time). Submission requirements are shown in Section D of the REOI. The Authority will make a determination as to whether to progress to a RFP process, enter into competitive negotiations with one or more Contractors, or to discontinue with the REOI. All Contractors that respond to the REOI will be notified of the Authority’s determination in writing.
