waste-to-energy

Modern waste-to-energy facilities are a reliable and environmentally safe way to dispose of large amounts of non-recyclable waste while recovering energy and ferrous metals.

The Authority has developed three waste-to-energy facilities – The Southwest Resource Recovery Facility (BRESCO), the Harford Waste-to-Energy Facility, and the Montgomery County Resource Recovery Facility. These three facilities process more than 1.2 million tons of waste per year.

The Authority's role for the BRESCO facility is to manage the contracts with the operator. Baltimore City has a waste disposal agreement with the Authority for disposal at BRESCO.

In Harford County and Montgomery County, the Authority owns the facilities. In addition to managing the operating contract, the Authority is responsible for bond repayment, tax compliance issues, direct invoicing and permitting.
