The Authority Staff and Job Descriptions


Robin Davidov - Executive Director: Reports to nine-member board. Plans, organizes and directs all activities of a multi-jurisdiction waste management agency. Specifically responsible for planning, financing and managing waste disposal projects on behalf of the member jurisdictions. Responsible for supervising staff and consultants, interfacing with citizen groups and acting as liaison with state and local government representatives and elected officials. Other duties involve the overall management of contracts including one privately owned and operated waste-to-energy facility (BRESCO), a facility operated through a public/private partnership (Compost), management of two waste to energy facilities owned by the Authority (in Harford and Montgomery Counties), management of transfer contract (Annapolis Junction) and numerous waste related construction and operation projects.



 

Chris Skaggs - Deputy Director: Reports to the Executive Director and supervises assigned staff. In absence of the Executive Director, Deputy Director is responsible for all activities and operations of the Authority. Plans, directs and coordinates all phases of project development for waste disposal projects from concept to project management; consults with and directs work of Authority advisors. Manages contracts with the private sector in administering regional waste disposal systems and developing new projects. Interfaces with state and local government representatives and elected officials as well as citizens groups.


M. Catherine Coble - Director of Finance and Administration: Develops and coordinates all business and operational planning functions of the Authority offices. Plans and implements new program activities, develops and recommends rules, regulations, standards and control for the performance and evaluation of program activities; prepares and administers the Authority's budget; assists the Executive Director in liaison work with government agencies, legislative bodies and community groups, assists project staff with project- related work; develops and oversees personnel policies and benefits; responsible for                    payroll and accounting; maintains inventory of office furnishings and equipment; and responsible for exercising general direction and supervision over assigned personnel.

 

Stephen Blake - Project Manager: With minimal supervision from the Deputy Director and Executive Director, plans, manages and coordinates waste disposal projects, including development, administration and recommendations.  Consults with and directs work of Authority advisors, and researches potential new projects.

Andrew Kays - Project Manager: With minimal supervision from the Deputy Director and Executive Director, plans, manages and coordinates waste disposal projects, including development, administration and recommendations.  Consults with and directs work of Authority advisors, and researches potential new projects.

Amanda Ohler - Project Manager: With minimal supervision from the Deputy Director and Executive Director, plans, manages and coordinates waste disposal projects, including development, administration and recommendations.  Consults with and directs work of Authority advisors, and reasearches potential new projects. 

John Schott - Project Assistant: Assists project managers, deputy director and executive director with a variety of project development activities and is responsible for maintaining performance data on Authority Facilities.



Diane Duvall - Staff Accountant: Performs multiple accounting functions such as accounts payable, accounts receivable, payroll and/or general ledger accounts. Prepares journal entries to the general ledger and reconciles accounts. Performs month-end closing procedures and prepares monthly statements. Assists with special projects as needed.

Traci Baker - Part-Time Staff Accountant: Provides accounting support to the full-time Staff Accountant by processing accounts payable and various bookkeeping duties. Maintains excel spreadsheets by compiling pertinent data for various projects. Assists Project Managers as needed.

Shirley Wright - Administrative Assistant/Network Administrator: Provides administrative support to the Authority, including purchasing office supplies and typing correspondence, reports and other materials; maintaining general office files; preparing board meeting notices and minutes and making meeting scheduling/arrangements; and coordinating travel arrangements for staff. Network Administrator responsibilities include monitoring the performance of the network; updating the Authority and mdrecycles websites; assisting with technical support, insuring that the outside computer support/maintenance company is performing as specified in the contract and for procurement of computer related services. Assists Project Managers as necessary.

Soncererae Johnson - Receptionist/Administrative Assistant: Greets visitors, answers telephones and provides information to the public. Sorts incoming mail and performs secretarial duties such as typing, filing, photocopying, sorting and mailing. Provides administrative support to the staff and to the Administrative Assistant.
