Authority members, who comprise the Authority's board of directors, directly represent each of eight participating jurisdictions - Anne Arundel County, Baltimore County, Carroll County, Frederick County, Harford County, Howard County, Montgomery County and Baltimore City.

They are recommended by the Executive and are then appointed by the Governor for four-year terms. The Director of the Maryland Environmental Service, James M. Harkins serves as an ex officio member.
